How do you unlock BfA World Quests?

Battle for Azeroth World Quests require that you reach level 60, you obtain your Heart of Azeroth, and you complete the quest Uniting Kul Tiras (Alliance) or Uniting Zandalar (Horde) which requires that you reach Friendly status with the factions of Kul Tiras or Zandalar.

If you already have unlocked World Quests on a 50 character before, future alts can simply talk to the respective NPCs to unlock world quests, although you do want to have at least 1 outpost unlocked on the opposite faction's continent to have access to their world quests.

BfA World Quest Unlock Requirements

Unlock all three footholds as part of the Alliance or Horde War Campaigns. Hit Friendly with the 3 major Kul Tiras (if Alliance)/Zandalar (if Horde) factions, in the quest Uniting Kul Tiras/ Uniting Zandalar. Post level squish, there are a few things to note.

How do I start BFA Chromie time?

If you already have a level 60 character but choose to take the city tour, your character will be pushed a shortened version of the Battle for Azeroth questline. New players will still be required to go to Battle for Azeroth zones to level 1-60. This means it will remain open for leveling all the way to level 60.

Once you've met with Rokhan and Thalyssra, accept the quest from Nathanos, then don't pick up the potion and talk to him instead. You need to have done the introduction at least one on Horde to skip. After picking up the potion you have one more chance when talking to Nathanos at the Org gate.

In the NPCs category. Added in World of Warcraft: Legion. No you can't, you cannot use a Druid or even another plate wearer like a pally to get the Soul of the Deathlord for example.
